Sounds like a plan... was also thinking about at least implementing it,
and NetCipher (Tor works just fine in Russa still) in the FOSS version
of Telegram that is on F-Droid. It already supports SOCKS proxying, so
we'd just prompt the user to auto-set it if Orbot is installed.

That sounds like a good idea. As for contacting them, I have no leads.
That article just mentions a post on VKontakte, which I've never used.
